My analyses is that it seems that if one country burundi or rwanda has a dictatorship mono-ethnique ,its is impossible to have democracy to the other side.one dictatorship of one country create another dictatorship to other side or non ending rebellions to the otherside.
With current situation ,we are realy back to the times of micombero-havyarimana.
havyarimana was helping hutu to remove micombero and now kagame is now helping tutsi to remove nkurunziza

MY BEST PROPOSITION WILL BE TO HAVE A POLITICAL FEDERATION WITH RWANDA AS RWANDA-URUNDI ONE COUNTRY UNDER ARUSHA ACCORD DEMOCRATIC,WITH QUOTA WHICH RESPECT THE RIGHTS OF MAJORITY AND RIGHTS OF MINORITY IN THEIR PROTECTION AS WELL.
